the Asia-Pacific Partnership on Clean Development and Climate (APP): Through this program announcement, the DOS seeks to support projects that contribute to the Partnerships clean development and climate goals in a timely manner, and expects that the majority of successful proposals will relate specifically to one of the sectors covered by the Task Forces. However, DOS will also consider exceptional proposals that are cross-cutting or outside of the eight task forces in nature, but that contribute significantly to the APPs goals. DOS reserves the right to make multiple grants, cooperative agreements, or no awards at all through this APS.

- Prospective applicants may include a wide range of partner country organizations, from non-governmental organizations (NGOs) to commercial firms. An organization may submit no more than four (4) Concept Papers total as lead grant recipient for the entire Concept Paper process. Potential partners may include U.S. and non-U.S. private businesses, foundations, U.S. and non-U.S. NGOs, faith-based organizations, business and trade associations, international organizations, U.S. and non-U.S. colleges and universities, U.S. cities and states , civic groups, other donor governments, host country governments, regional organizations, host country parastatals, philanthropic leaders including venture capitalists, public figures, advocacy groups, etc. Through this Announcement, the Department of State is soliciting proposals for activities to be undertaken in India. The Department of State is not soliciting proposals for activities to be undertaken in Australia, China, Japan, or South Korea.
