Accelerated Research in Quantum Computing (ARQC): The DOE SC program in Advanced Scientific Computing Research (ASCR) hereby announces its interest in receiving applications from large multi-disciplinary teams (requesting support of more than $2 million per year) with the potential to dramatically accelerate research in quantum computing (QC). This FOA solicits applications for Accelerated Research in Quantum Computing (ARQC) Teams that will adopt a holistic and disciplined approach to address basic research gaps in the abstractions, methods and tools that connect QC applications to hardware.Submitted applications must follow the guidelines and criteria provided in the supplementary information below and the following sections. Letters of Intent (LOIs) are required and must be submitted according to the guidelines in the following sections. No responses will be sent to the LOIs. Applications submitted on behalf of investigators that did not submit an LOI; applications that do not follow the guidelines and criteria established below; or applications requesting support for out-of-scope topics may be declined without merit review.

All types of applicants are eligible to apply, except FFRDC Contractors, and nonprofit organizations described in section 501(c)(4) of the Internal Revenue Code of 1986 that engaged in lobbying activities after December 31, 1995.DOE National Laboratories and other Federal agencies are not eligible to receive financial assistance awards under this FOA. A parallel, companion announcement (LAB 19-2081) is available for applications by DOE laboratories, including DOE/NNSA FFRDC Contractors.Applicants that are not domestic organizations should be advised that:• Individual applicants are unlikely to possess the skills, abilities, and resources to successfully accomplish the objectives of this FOA. Individual applicants are encouraged to address this concern in their applications and to demonstrate how they will accomplish the objectives of this FOA.• Non-domestic applicants are advised that successful applications from non-domestic applicants include a detailed demonstration of how the applicant possesses skills, resources, and abilities that do not exist among potential domestic applicants.Applications from for-profit organizations that propose research related to current commercial activity may be declined without merit review.
