Advanced Scientific Computing Research - Reaching a New Energy Sciences Workforce (ASCR-RENEW): The DOE SC program in ASCR announces its interest in receiving applications for Reaching a New Energy Sciences Workforce (RENEW). The goal of ASCR's RENEW program is to increase participation of underrepresented groups in the quantum computing and networking workforce and to increase participation of underrepresented institutions in quantum computing and networking workforce training. SC-ASCR is fully committed to advancing a diverse, equitable, and inclusive research community which is key to providing the scientific and technical expertise for U.S. scientific leadership. This pilot program is intended to leverage ASCR's unique national laboratory infrastructure and user facilities to provide training and research opportunities for students, postdoctoral researchers, and faculty from underrepresented groups and at institutions that are currently underrepresented in the ASCR portfolio such as non-R1 institutions of higher education and minority serving institutions (MSIs), including Historically Black Colleges and Universities. The hands-on experiences gained through RENEW will open new career avenues for the participants who will gain the critical skills and expertise needed for the full breadth of quantum computing and networking activities, including DOE national laboratory staffing. Institutional capacity developed through RENEW will likewise open career avenues for future generations. RENEW aims to build foundations for SC research and training at institutions historically underrepresented in the SC research portfolio. RENEW leverages SC's unique national laboratories, user facilities, and other research infrastructures to provide undergraduate and graduate training opportunities for students and academic institutions not currently well represented in the U.S. science and technology (S&T) ecosystem. The hands-on experiences gained through the RENEW initiative will open new career avenues for the participants, forming a nucleus for a future pool of talented young scientists, engineers, and technicians with the critical skills and expertise needed for the full breadth of SC research activities. Principal Investigators, key personnel, and students and postdocs of RENEW awards will be invited to participate in ASCR researcher meetings and/or SC-wide professional development and collaborator events.

Additional Information on Eligibility
All types of domestic applicants are eligible to apply, except nonprofit organizations described in section 501(c)(4) of the Internal Revenue Code of 1986 that engaged in lobbying activities after December 31, 1995. Federally affiliated entities must adhere to the eligibility standards below: 1. DOE/NNSA National Laboratories DOE/NNSA National Laboratories are only eligible to submit applications as a team member in a multi-institutional team under this FOA or to be proposed as subrecipients under another organization's application. National Laboratories may not submit their own applications either as the lead of a multi-institutional team or separately from a multi-institutional team. If recommended for funding as part of a collaborative team, funding will be provided through the DOE Field-Work Proposal System and work will be conducted under the laboratory's contract with DOE. No administrative provisions of this FOA will apply to the laboratory or any laboratory subcontractor. If recommended for funding as a proposed subrecipient, the value of the proposed subaward will be removed from the prime applicant's award and will be provided to the laboratory through the DOE Field-Work Proposal System and work will be conducted under the laboratory's contract with DOE. Additional instructions for securing authorization from the cognizant Contracting Officer are found in Section VIII of this FOA. 2. Non-DOE/NNSA FFRDCs Non-DOE/NNSA FFRDCs are eligible to submit applications (either as a lead organization or as a team member in a multi-institutional team) under this FOA and may be proposed as subrecipients under another organization's application. If recommended for funding as a lead applicant, funding will be provided through an interagency agreement Award to the FFRDC's sponsoring Federal Agency. If recommended for funding as a proposed subrecipient, the value of the proposed subaward may be removed from the prime applicant's award and may be provided through an interagency agreement to the FFRDC's sponsoring Federal Agency. Additional instructions for securing authorization from the cognizant Contracting Officer are found in Section VIII of this FOA. 3. Other Federal Agencies Other Federal Agencies are eligible to submit applications (either as a lead organization or as a team member in a multi-institutional team) under this FOA and may be proposed as subrecipients under another organization's application. If recommended for funding as a lead applicant, funding will be provided through an interagency agreement. If recommended for funding as a proposed subrecipient, the value of the proposed subaward may be removed from the prime applicant's award and may be provided through an interagency agreement. Additional instructions for providing statutory authorization are found in Section VIII of this FOA.
