Topic Area 3, in accordance with EISA Statutory Authority, eligibility for award is restricted to institutions of higher education or a university led consortium. Topic Area 1 is restricted to Industrial-led partnerships with at least one other industrial, university, or national laboratory partner. The industry lead can be a technology developer, private utility, or a public municipal or cooperative utility. Topic Area 2, all types of domestic entities are eligible to apply, except other Federal agencies, Federally Funded Research and Development Center (FFRDC) Contractors, and nonprofit organizations described in section 501(c)(4) of the Internal Revenue Code of 1986 that engaged in lobbying activities after December 31, 1995. Topic Area 3, in accordance with EISA Statutory Authority, eligibility for award is restricted to institutions of higher education or a university led consortium. One institution must assume the lead role of PI. The Energy Independence and Security Act (EISA) of 2007 authorized $50 million for the U.S. Department of Energy (DOE) to establish a robust program of research, development, demonstration and commercial application activities to expand marine and hydrokinetic renewable energy production. This Funding Opportunity Announcement (FOA) specifically addresses these EISA provisions. However, this FOA does not fully fund EISA-authorized activities because only $10 million was appropriated to the Water Power budget in FY 2008. This FOA provides $7.5 million in funding and DOE reserves the right to make one award, multiple awards, or no awards in any given topic area. This multi-Topic Area FOA solicits partnerships with U.S. industry for the testing, demonstration, validation and development of advanced waterpower systems, through projects led by U.S. industry and universities. The purpose of this FOA is to advance the commercial viability, cost-competitiveness, and market acceptance of these novel systems. For the purposes of this FOA, Advanced Water Power Technologies are defined as those technologies that demonstrate a capability of utilizing one or more of the following water resource categories for electricity generation: 1. Ocean waves; 2. Tides or ocean currents; 3. Free flowing water in rivers, lakes, streams or man-made channels; 4. Other water-based resources, including an improvement in the efficiency and/or environmental performance of conventional hydropower and electricity generation from differentials in ocean temperature. Applicants will compete for DOE funding within the following Topic Areas: 1. Advanced Water Power Renewable Energy In-Water Testing and Development Projects 2. Marine and Hydrokinetic Renewable Energy Market Acceleration Projects 3. National Marine Renewable Energy Centers Applicants may apply to more than one Topic Area provided they meet eligibility requirements as specified for each Topic Area (see Eligibility Information). An Applicant responding to multiple Topic Areas must provide separate, complete applications for each Topic Area. Each application should be clearly marked by Topic Area. Applications for this Funding Opportunity Announcement must be accessed, completed, and submitted through Grants.gov at http://www.grants.gov to be considered for award.
