- NOTE: This descriptive area provides an overview ofthis Funding Opportunity.YOU MUST READ THE FUNDING OPPORTUNITY MASTER ANNOUNCEMENT FOR DETAILS ONADDITIONAL INFORMATION, EVALUATION CRITERIA AND HOW TO PREPARE ANAPPLICATIONUNDER A SPECIFIC AREA OF INTEREST. Please scroll to the bottom of this pageunder the heading Full Announcement and Other Files and click on the linktoaccess the Master Announcement.Applicants are strongly cautioned to begin transmission of an applicationatleast 24 hours in advance to allow for sufficient time for uploading filesandto ensure adequate time to address problems or concerns with transmissionof anapplication, if any.Questions regarding how to submit an application through IIPS can bee-mailedto the IIPS HELP Desk at helpdesk@pr.doe.gov or by calling 1-800-683-0751.The general objective of this Announcement is to develop new drilling, completion, and stimulation technologies that will aid the United States inmeeting the increasing natural gas demands of the future. As most of theconventional reservoirs have already been discovered, it will be necessarytodrill into unconventional, more complex, deeper, harsher, and lower-qualityreservoirs to search for tomorrow?s gas supply. These unconventionalsourcesare known to contain vast quantities of gas across large areas andthroughoutthick columns of strata in many of the nation?s basins, however;approximatelyless than 1% of this gas can be produced economically. Therefore, newtechnologies are needed to make these resources economic and help thenationmeet its energy needs. Additionally technologies to economically access andproduce from the deep (>20,000 feet) and/or high temperature(>250/degrees/C) highpressures (>20,000 psi) caustic gas resources are also included in thisAnnouncement. The technologies and needs to drill and produce the deephorizonshave been identified in the Deep Trek R D Planning Workshop held March20-21,2001 and by industry forums such as The Gulf of Mexico Shallow Water DeepGasworkshops. To achieve the objectives, the DOE/NETL, through the Office of Natural Gas,isrequesting applications under three (3) Areas of Interest. This cover pagecontains information and allows for submission of an application for AreaofInterest 3: Environmentally Friendly Drilling Systems ONLY.The integration of current and new technology into a drilling system forcompatibility with environmentally sensitive or off-limits areas (e.g.,OteroBasins of New Mexico, Wetlands of Louisiana, East Texas and MississippiCoasts, and Rocky Mountain areas etc.) is being sought. The concept is tointegratecurrently known but unproven or novel technology into a drilling process orsystem to enable moderate to deep drilling and production operations withverylimited (preferably no) environmental impact. An example would be tointegrateinto a system or process some or all of the following:1. Transportation equipment that is used in or developed for othersensitiveareas and does not require building of roads but carry heavy loads withlittleor no permanent damage to the soils, vegetation, or animals that inhabitthesensitive or off-limits areas in the lower 48 continental U.S.2. Capture all waste and runoff during drilling, completion and productionoperations (e.g., arctic platform)3. Horizontal, multilateral drilling and or extended reach drilling notonlyfor multiple completions in gas reservoirs but also for production andgathering lines and disposal systems.4. Disposal systems subsurface for undesirable fluids such as producedwater. The above are examples only. The key objectives under this Areas ofInterestwould be an incorporation of any number of current or emerging technologiesinto a clean drilling system with no or very limited environmental impactthatwould be a viable drilling system to access sensitive areas for theexplorationand exploitation of natural gas primarily in the lower 48 continentalstatesand marshes of the U.S. Consortiums and joint industry partnerships asmethodsto mitigate individual costs and develop an industry acceptance of anentireviable system to accomplish this objective areencouraged.
