BAA07-01, Advanced Technology Demonstration - Stand-Off Radiation Detection Systems: PLEASE NOTE: This is a Broad Agency Announcement (BAA). As such, there is no generic award ceiling or floor. The DNDO is seeking proposals under this BAA for research, development and demonstration of gamma-ray detection technologies that provide significantly enhanced stand-off detection of localized sources of gamma radiation. The resultant stand-off radiation detection systems will enable detection of weak or shielded sources at a distance and allow discrimination of threat sources from non threat sources, such as naturally occurring radioactive material (NORM) and medical isotopes. The ATD prototypes sought under this solicitation will maximize detection sensitivity for localized sources in an unknown background, which varies with location and time, and will be capable of identifying the location and nature of the source. These technologies will thus enable new capabilities, including rapid search scenarios in air, land and sea venues, by allowing a sensitive survey for radiation sources in a large instantaneous area.The prototype instruments requested under this ATD topic shall be compatible with a vehicle-sized radiation detector system (see full announcement, Table 1, for specifics) with the capability for determining the direction, flux and energy spectrum of the incoming radiation from a broad instantaneous area. The prototypes will also have the ability to localize the source of gamma radiation. The systems will be compatible with mobile deployments, and shall be capable of performing all functions and maintaining full design sensitivity while moving with respect to the sources of radiation, during routine operation. Consequently the prototypes must be both location and orientation aware, and be capable of continuously integrating radiation data over extended periods of time, accounting for the relative distance and orientation of the source autonomously. These prototype systems will enable a wide range of search scenarios which have as their defining feature the requirement to survey the largest possible area for point sources of radiation in a given amount of time. To facilitate testing and evaluation, the prototypes shall be designed to be operable under typical environmental conditions encountered by a vehicle-transportable system deployed in search scenarios.
