Cultural Resources Spt JBSA, TX: REQUEST FOR STATEMENTS OF INTEREST Number W9126G-20-2-SOI-3507 Project to be initiated in 2020 INTERESTED PARTIES MUST BE a partner in one of the Cooperative Ecosystem Studies Units (CESU) National Network: Colorado Plateau, W9126G-14-2-0018 Desert Southwest, W9126G-16-2-0001 Gulf Coast Region, W9126G-12-2-0019 Project Title: Cultural Resources Technical Guidance Support & Strategic Evaluation and Planning Support for Air Force Civil Engineer Technical Support - Environmental Quality Branch, Joint Base San Antonio, Texas. Responses to this Request for Statements of Interest will be used to identify potential investigators for a project to be funded by AFCEC/CZTQ which provides professional and technical support for its Cultural Resources Program in order to facilitate successful implementation of the 16 USC 670c-1 Sikes Act. Approximately $445,000 is expected to be available to support this project for the base period. Additional funding may be available for follow on work in subsequent fiscal years to the successful Recipient/Awardee. Background: The AFCEC Environmental Directorate requires technical expertise for its Cultural Resources Program to ensure that Air Force meets all federal environmental laws, regulations, and policies while minimizing the impact of Air Forces activities on cultural and tribal resources. The AFCEC/CZTQ Cultural Resources Program AFCEC has been directed to provide technical expertise in the areas of cultural resources management and tribal relations pursuant to AFI 90-2002, Air Force Interactions with Federally-Recognized Tribes, and AFI 32-7065, Cultural Resources Management. The cooperative agreement establishes a cost-effective, time-efficient, and flexible capability to provide technical, strategic evaluation, and planning support to the AFCEC/CZTQ Cultural Resources Program. Type of Award: In accordance with section 6305 – Using cooperative agreements of the Federal Grant and Cooperative Agreements Act of 1977 (31 U.S.C. § 6301 et seq.), all CESU projects must carry out a public purpose of support or stimulation, instead of acquiring goods or services for the exclusive direct benefit of the United States Government. In accordance with section 6305 – Using cooperative agreements of the Federal Grant and Cooperative Agreements Act of 1977 (31 U.S.C. § 6301 et seq.), substantial involvement is expected between the federal partner and the nonfederal partner when carrying out the activities specified in the project agreement. The exact nature of the government's involvement will be defined in the statement of objectives, issued with a request for full proposal. As a result, it is anticipated that a cooperative agreement through the CESU program will be awarded. Such awards may be administered through a CESU only upon mutual agreement and official authorization by both parties of the acceptance of the application of the CESU Network IDC rate (17.5%). Note: Must be a non-federal partner in the CESU Unit to be qualified to be considered. Brief Description of Anticipated Work: This research focuses on the following objectives: 1) Provide cultural resources technical expertise in the development of technical tools and guidance to support the Air Force Cultural Resources Program and AFCEC/CZTQ. Assist with the development of execution strategies and implement improvements to policies and guidance documents as coordinated with the Cultural Resources Program. 2) Provide cultural resources technical expertise in the performance of strategic evaluation, planning, and implementation of current Executive Order, DoD, and Air Force mandated environmental goals and objectives, identify Air Force enterprise-level environmental aspects, targets, and objectives to determine the level of congruence and adequacy of current and future efforts. Period of Performance. The base period of agreement will extend one year from date of award. Five option periods extending for one year are anticipated pending funds. Review of Statements Received: All statements of interest received will be evaluated by a board comprised of one or more people at the receiving installation or activity, who will determine which statement(s) best meet the program objectives. Based on a review of the Statements of Interest received, an investigator or investigators will be invited to prepare a full study proposal. Statements will be evaluated based on the investigator's specific experience and capabilities in areas related to the study requirements.
