Forest Products Industry of the Future: The U.S. Department of Energy (DOE) through itsIndustrial Technologies Program(ITP) supports U.S. industries in their efforts to increase energyefficiency,reduce waste and increase productivity. The goal of ITP is to acceleratethedevelopment and use of advanced energy efficient, renewable, and pollutionprevention technologies that benefit industry, the environment, and U.S.energysecurity.The development and implementation of new technologies of high-value andhightechnical risk is a continuing goal of the ITP. The U.S. Department ofEnergy(DOE), is seeking applications for cost-shared research and development (RD)of technologies that will increase energy efficiency, enhance economiccompetitiveness, and reduce environmental impacts of the domestic forestproducts industry. The focus of this funding opportunity announcement(FOA)is to develop advanced water removal technologies used during the papermakingprocess. In addition, this FOA seeks proposals to define, through earlystageR D, breakthrough concepts in next generation mill processes. Proposedresearchshould focus on developments robust enough to handle process conditionsfoundin systems of commercial interest. These technologies should achieve energysavings greater than 10 trillion BTUs/yr and about 30% reduction in energyintensity over existing technologies when fully implemented across theindustry. For the purpose of this FOA, technologies which displace fossilfuelswith renewable energy resources are considered energy saving technologies.Proposals must show significant advantages over current technology andattractive returns on capital invested.Awards will not be made until fiscal year 2006, and it is expected that allawards will be made by February 2006. Federal funding for fiscal year 2006isexpected to be approximately $750,000. Subject to the availability offunds, amaximum of approximately $4 million is planned. DOE anticipates making 1-2awards to develop and field test advanced water removal technologies withduration of two to three years and 5-10 awards to define next generationmillprocess concepts with duration of twelve to eighteen months.The next generation mill process concept projects will have one budgetperiodlasting 12 to 18 months and the projects will be completed within thisinitialbudget period.The advanced water removal technologies projects will be divided intomultiple12 month budget periods. After review, DOE may or may not issue acontinuationaward based upon whether or not the contractor: (1) demonstrates sufficientprogress in the research effort; (2) completes the objectives andmilestones incompliance with a mutually agreed upon management plan; (3) submits timelyandinformative reports; (4) identifies the objectives planned in the newbudgetperiod including major milestones and go/no-go decision points (i.e.stage-gates); (5) demonstrates that actual energy savings meet or exceedtheprojected energy savings; (6) participates in the DOE portfolio peerreview;and (7) DOE has the funding available.DOE may appoint a peer review or technical review panel to assist inevaluatingthe technical progress of each project on an annual basis and makerecommendations to DOE regarding the project. Each project will have theopportunity to present a paper on the project to the public and to meetwiththe Peer Review Team, who will have received background information on theproject, to discuss the project in detail, receive feedback, and explainfollow-up activities. Upon the advisement of the peer review or technicalreview panel, DOE may proceed, redirect or cancel the project if the sevencriteria discussed above are not met or if the project no longer meetsprogramneeds. It is anticipated that 50% of field test advanced water removalprojects will not be continued after the end of each budget period.For development of next generation mill process concepts, proposals fromeitheracademia or industry are encouraged. The grants will be awarded inaccordancewith DOE Financial Assistance regulations, Title 10 of the Code of FederalRegulations, Chapter II Subchapter H, Part 600 (10 CFR 600).
