OJJDP FY 2013 Disproportionate Minority Contact Community and Strategic Planning Project: Pursuant to Section 223(a) (22) of the Juvenile Justice and Delinquency Prevention Act of 1974, as amended, states and territories must "address juvenile delinquency prevention efforts and system improvement efforts designed to reduce, without establishing or requiring numerical standards or quotas, the disproportionate number of juvenile members of minority groups who come into contact with the juvenile justice system" (i.e. disproportionate minority contact [DMC]). DMC exists if the rate of contact with the juvenile justice system of a specific minority group is significantly different than the rate of contact for non-Hispanic whites or other minority groups. The goal of OJJDP's DMC efforts is to ensure equal and fair treatment for every youth involved in the juvenile justice system, regardless of membership in a minority or majority population group. This program is authorized by the Department of Justice Appropriations Act, 2013, Pub. L. No. 113-6.

- The agency that the chief executive (i.e., the governor) of each state designates is eligible to apply for these funds. OJJDP also welcomes joint applications from states and units of local government; however, one applicant must be clearly indicated as the primary applicant (for correspondence, award, and management purposes) and the others indicated as coapplicants. OJJDP may elect to make awards for applications submitted under this solicitation in future fiscal years, dependent on the merit of the applications and on the availability of appropriations.
