OVC FY 2021 Services to Support Victims of Hate Crime and Strengthen Communities: The Department of Justice is committed to advancing work that promotes civil rights, increases access to justice, supports crime victims, protects the public from crime and evolving threats, and builds trust between law enforcement and the community. OVC will fund an entity to support field-generated, innovative strategies, approaches, and models to support individuals, groups and communities impacted by hate crime. The award recipient will also provide technical assistance and capacity-building support to the selected subrecipients.

Applicants Eligible for this Grant: Public and State controlled institutions of higher education - Native American tribal governments (Federally recognized) - Native American tribal organizations (other than Federally recognized tribal governments) - Nonprofits having a 501 (c) (3) status with the IRS, other than institutions of higher education - Nonprofits that do not have a 501 (c) (3) status with the IRS, other than institutions of higher education - Private institutions of higher education - For-profit organizations other than small businesses - Small businesses - Others (see text field entitled "Additional Information on Eligibility" for clarification.)
Additional Information on Eligibility: Applicants must demonstrate knowledge and understanding of the needs of victims of hate crime and must have the staff, resources and capability to develop or enhance a nationwide model to address hate crime. Additionally, applicants must demonstrate that they have the capacity and expertise to provide technical assistance to the organizations to be funded under this program. Joint applications from partnering institutions may be employed to address this requirement. To advance Executive Order 13929 Safe Policing for Safe Communities, as of October 28, 2020, the Attorney General determined that all state, local, and university or college law enforcement agencies must be certified by an approved independent credentialing body or have started the certification process to be allocated FY 2021 DOJ discretionary grant funding, as either a recipient or a subrecipient.
