Announcement of Availability of Funds for Adolescent Family Life (AFL) Demonstration Projects: Under the Title XX statute, theprimary purpose of AFL preventiondemonstration programs is to findeffective means, within the context ofthe family, of reaching pre-adolescentand adolescent children before theybecome sexually active to encouragethem to abstain from premarital sexualactivity. (The OAPP also encouragesreaching out to those adolescents whomay have already become sexuallyactive to encourage them to return toabstinence and support them in doingso.) Early initiation of sexual activitybrings not only the risk of adolescentpregnancy, but also substantial healthrisks, primarily STIs, including HIV/AIDS. Adolescent sexual activity is alsoassociated with a host of otherproblems, such as poor schoolperformance, delinquency, substanceuse and depression.
