- All types of entities are eligible to apply, except other Federal agencies, Federally Funded Research and Development Center (FFRDC) Contractors, and nonprofit organizations described in section 501(c)(4) of the Internal Revenue Code of 1986 that engaged in lobbying activities after December 31, 1995. DOE FFRDCs are directly supported by the SETP. The intent of this Announcement is to considerably enhance the support to non-federal entities pursuing innovative CSP technologies. In order to support the goals of this FOA, the DOE FFRDCs are permitted as sub-recipients to provide materials and/or testing support to the prime applicants only, and not as applicants themselves. Therefore, with the exception of the National Renewable Energy Laboratory (NREL) and Sandia National Laboratory (SNL), all other DOE Federally Funded Research and Development Centers (FFRDCs) will be allowed as sub-recipients limited to 15% of the total project cost. NREL and SNL will not be allowed as sub-recipients on applications.

The mission of the Department of Energys Solar Energy Technologies Program (SETP) is to conduct research, development, and deployment (RD D) activities to accelerate the widespread commercialization of clean solar energy technologies across America, diversifying the Nations electricity supply options, while increasing national security and improving the environment. This mission is consistent with EPACT of 2005, Section 931, DOEs Strategic Plan, and EEREs Strategic Plan. The Solar Program supports the development of Concentrating Solar Power (CSP) technologies that address market barriers for utility-scale generation of electricity. CSP systems utilize the heat generated by concentrating and absorbing the suns energy to produce electric power. The concentrated sunlight produces thermal energy to run heat engines or steam turbines for generating power. Although CSP plants can be configured in all sizes, they have been most cost effective when they produce greater than 100 MW. Therefore, CSP systems are strong candidates for centralized power applications by utilities. The CSP subprogram contributes to the overall goals of the Solar Program by developing energy supply technologies that are reliable, affordable, and environmentally sound. Expanding the national electricity generation portfolio will increase energy security by diversifying domestic energy supply options for use both in normal and emergency situations. CSP has been established as one of the most attractive renewable energy options in the U.S. Southwest, with a nominal levelized cost of energy (LCOE) target of 7-10¢/kWh by 2015 and 5-7¢ /kWh by 2020. The Solar Program would like to establish cooperative RD D awards with industry and universities that will enable the achievement of these cost targets. Three main Topic Areas of interest are included in this Funding Opportunity Announcement (FOA): (1) thermal storage; (2) trough component manufacturing; and (3) advanced CSP systems and/or components. The objective of the thermal storage topic area is to develop low cost, high temperature storage that enables trough technology to reach its 2020 cost goal. To achieve this goal, storage cost of less than $15/kWh thermal is desired with round trip efficiencies at or greater than 93%. The objectives of the trough component manufacturing topic area are to lower the cost of major components of a trough system and to establish manufacturing capability of those components in the United States. The objective of advanced system/component development is to identify concepts that can generate low cost power (under 7¢/kWh) with storage (12-17 hours) by 2020. Applicants may propose either an entire system or focus on a component of a CSP system. In either case the objective is to identify and develop new approaches that could dramatically lower the cost of CSP. This FOA anticipates proposed projects in each Topic Area with three Phases of effort: concept feasibility; technology design and prototype development; and field validation. There will be a project review at the end of each of the first two Phases, culminating in a go/no-go decision. This review will be a detailed evaluation of the complete Phase, followed by a DOE decision to either continue to the next Phase as proposed by the Recipient, continue to the next Phase with modifications to what was originally proposed, or to discontinue the project. Phases must be clearly defined in the Project Narrative as well as the necessary tasks associated with each Phase. Each Phase will be a separate Budget Period within the award. If an applicant can clearly show in the Project Narrative that he is ready to begin the technology design and prototype development phase immediately, then he may tailor the application to the defined latter two phases only. All proposed phases of the project must be clearly defined and described in the Project Narrative. It is expected that the Phase 1 Budget will be firmly estimated and supported, sufficient for negotiations of an award if the proposed project is selected. Subsequent Phases will be defined in equal detail in the Project Narrative, and budgets for them proposed, but the required supporting detail for the latter phase budgets may be less extensive. It is the intent of DOE to award an entire project (all Phases) at the overall estimated project cost for the latter phases, as selected, and fund only the negotiated Phase I. Upon passing a go/no-go decision point, the next Phase would be funded, and modified as necessary and agreed upon.
