Additional Information on Eligibility
With its headquarters in Geneva, the UNAIDS Secretariat works on the ground in more than 80 countries. UNAIDS primary mandate is to provide technical support to assist in the implementation of national AIDS programs. Usually, this technical support is in the form of programmatic expertise but also increasingly it involves helping countries to plan ahead and predict what support they are going to need for different aspects of their AIDS responses. In many PEPFAR-supported countries, UNAIDS provides critical leadership and is a well-regarded multilateral partner in the HIV response. As an innovative United Nations joint venture, UNAIDS is the only multilateral organization qualified to conduct these activities with CDC and has demonstrated expertise in providing technical support in these areas through previous cooperative agreements with CDC. UNAIDS is unique as a United Nations and multilateral organization with the necessary international capacity and global influence to focus on strategic information support and public health capacity building. There is no other such organization with the same mandate, authority or scope of responsibility that could accomplish the tasks described in this memorandum.

The purpose of this announcement is to provide funding for a cooperative agreement with the Joint United Nations Programme on HIV/AIDS (UNAIDS) to provide technical and capacity development support for activities that will strengthen public health capacity and strategic information systems in countries supported through the President's Emergency Plan for AIDS Relief (PEPFAR).
