To Support the Uganda Ministry of Health to Execute its Core Mandate for a Harmonized and Sustainable Health Sector Response to HIV/AIDS and Other Infectious Diseases in the Republic of Uganda under PEPFAR: Uganda is among 13 high HIV-burden countries expected to achieve epidemic control by 2020. This Funding Opportunity will support the Ministry of Health (MOH) of Uganda to fulfill their mandate of leading the coordinated response to HIV/TB and achieving and sustaining HIV epidemic control and improved health of Ugandans. Support will be for the MOH to develop and disseminate national policies, to lead and sustain HIV epidemic control programs, to regulate and monitor health sector performance at regional and district levels, and to create capacity within MOH to manage successfully the financial requirements of CDC funds. Skills transfer from PEPFAR-supported and CDC staff, staggered transition of technical advisors seconded to the MOH, and a contracted fiduciary agent will be key strategies of the award. By the end of the award, it is expected that MOH will have sufficient quantity and quality of MOH-funded technical staff to provide sustained leadership to the health sector for HIV/TB and other disease control, will be better placed to advocate successfully for increased Government of Uganda (GOU) funding to the health sector, and will be able to rapidly evaluate, adapt, and disseminate new normative guidance to the health sector. The ultimate goal is achievement and sustainment of HIV epidemic control under the leadership of a strong central MOH that can effectively and independently respond to, manage, and reduce the burden of HIV/TB and other infectious diseases in Uganda.
