Accelerating Inclusion and Mitigating Emissions (AIME): The United States Agency for International Development (USAID), represented by the Bureau of Latin America and the Caribbean (USAID/LAC), Office of Sustainable Landscapes is seeking applications from qualified U.S. and Non-U.S. Organizations for a Cooperative Agreement for a five-year program entitled "Accelerating Inclusion and Mitigating Emissions" (AIME). USAID is contemplating awarding a single Cooperative Agreement totaling approximately $2.6 million per year for the five-year period, for a total amount not to exceed $13 million, subject to the availability of funds. Organizations may submit only one application for the Cooperative Agreement. USAID reserves the right to fund any or none of the applications submitted. The Award will be made to the responsible applicant whose application offers the best value to the U.S. Government.The overall goal of the Accelerating Inclusion and Mitigating Emissions (AIME) program is to increase participation of marginalized, forest-based communities in "Reducing Emissions from Deforestation and Forest Degradation" (REDD+) deals in order to mitigate global climate change (GCC) emissions. This goal will be achieved by work in three areas: (1) creating tools and approaches that help local communities engage with the private sector more confidently and productively on resource management in general and carbon credits in particular; (2) improving the capacity of sub-national governments to play a critical role in community-based REDD+ programs, with a focus on developing legal, regulatory and administrative frameworks to support fair inclusion of indigenous and Afro-descendent communities in REDD+; and, (3) bringing community, local and regional government and private sector representatives together to develop new approaches to negotiate REDD+ contracts.
