Additional Information on Eligibility
Applicants may be U.S. and non-U.S. (including Uzbek) non-profit or for-profit entities. USAID strongly encourages the submission of applications directly from Uzbek organizations. The laws and decrees in Uzbekistan require that foreign legal entities must be registered to do business within those countries. These procedures are quite lengthy and it may take up to a year or longer before an organization knows whether its registration is accepted by the host governments. Given the in-country operating environment for Uzbekistan in relation to registration and presence, the applicant through itself, or subcontractors, or joint-venture members must demonstrate current registration in Uzbekistan. Information on non-governmental organizations (NGOs) operating in Uzbekistan can be found through various English and Russian-language websites and NGO organizations. No fee or profit will be paid to the grant or cooperative agreement award recipient. Applicants that are selected for funding and that are first time recipients of USAID funds may have to undergo pre-award financial and management reviews. USAID encourages applications which include private sector involvement and contribution. To be considered for funding under this RFA, proposed programs must meet all of the following eligibility requirements: Applications must have clearly-defined objectives that will lead to verifiable results. Applications must have a draft Performance Management Plan with defined indicators. Applications must address one or more of the objectives listed in this RFA Applications must show administrative capacity to undertake the project Applications must indicate past performance in areas of work similar to this RFA Applications must complement and not duplicate ongoing work undertaken by the Government of Uzbekistan, USAID, other donors and local organizations in the area identified above. Applications must address concerns of gender implications and sustainability Cost-sharing: While not required cost-sharing is encouraged. Cost share may be provided as cash or as in-kind cost share. In-kind cost share must directly relate to the scope of specific program.

Modification 3. The purpose of this Modification is to add that applicants are requested to submit technical applications and budgets with budget narrative (as part of cost application) in Russian and in English versions. Also, the RFA is translated in Russian.
