Purpose of Program: The purpose of this program is to provide technical assistance and dissemination of useful information to improve services to children with disabilities by applying scientifically based findings to facilitate systemic changes in policy, procedure, practice and the training and use of personnel. Specifically, the program authorizes activities including those that assist States and local educational agencies with the process of planning systemic changes that will promote improved early intervention, educational and transitional results for children with disabilities. The purpose of this priority to facilitate communication between OSEP and State and local administrators of IDEA, and to synthesize national program information that will improve the management, administration, delivery, and effectiveness of programs and services provided under IDEA.
