2020 CTR Reducing Resurgent State Weapons of Mass Destruction Threats: ISN/CTR seeks to identify and disrupt efforts by resurgent and revisionist states to develop Weapons of Mass Destruction (WMD) capabilities. Toward these ends, these states may attempt to subvert or otherwise undermine international nonproliferation regimes, leverage dual-use scientific expertise, seek to acquire dangerous and weaponizable materials, and procure sensitive equipment from unsuspecting or indiscriminate commercial or scientific institutions. To address these threats, ISN/CTR seeks creative and competitive proposals that utilize open-source information that map illicit state procurement networks, develop targeted interventions to disrupt access to weaponizable materials, and dual-use equipment, and limit access to necessary scientific expertise.
