ATscale-a Global Partnership for Assistive Technology (AT): The USAID Bureau for Democracy,Conflict, and Humanitarian Assistance's Empowerment and Inclusion Division (“DCHA/DRG/EI”)and the USAID Bureau for Global Health's Center for Innovation and Impact (“GH/CII”),in partnership with the United Kingdom's Department for InternationalDevelopment (“DFID”), have developed this Request for Information for thepurposes of understanding and learning of: (1) models of central coordinatingbodies that can drive transformative and coordinated approaches to improveaccess to assistive technology and accompanying service delivery (see Attachment 1) and (2) organizations,corporations, associations or other entities that could: a) serve as astreamlined coordinating body, with the ability to provide sub-awards toimplementers and b) foster learning and drive future strategy related toscalability and replicability of approaches that improve access to, and servicedelivery of, assistive technology. See Attachment 2 for a summary overview of ATscale. TheGovernment does not intend to award a contract on the basis of thissolicitation or to otherwise pay for the information solicited. Although“proposal” and “offeror” are used in this Request for Information, your responsewill be treated as information only. It shall not be used as a proposal. This solicitation isissued for the purpose of obtaining information from interested partiesregarding the potential design process of a coordinating body toaccelerate access to assistive technology (AT). This is a Request for Information (RFI).This is not a Request for Proposals (RFP) or Request for Applications (RFA) andis not to be construed as a commitment by the U.S. Government or the U.K.Government to issue any solicitation or notice of funding opportunity, orultimately award a contract or assistance agreement on the basis of this RFI,or to pay for any information voluntarily submitted as a result of thisrequest. Responses tothis RFI are not offers and cannot be accepted by the U.S. Government or theU.K. Government to form a binding contract. Responses to this RFI are strictlyvoluntary and USAID and DFID will not pay respondents for information providedin response to this RFI. Responses to this RFI will not be returned andrespondents will not be notified of the result of this review. If a Notice of Funding Opportunity is issued, it will be announced at a later date, and all interested parties must respond to that Notice of Funding Opportunity announcement separately from anyresponse to this announcement. This RFI does not restrict the Government'sacquisition approach on a future Notice of Funding Opportunity.
