Administrative Support Services for the Resource Conservation and Development Program: The USDA/NRCS provides technical and financial assistance to individuals, groups and units of government throughout Georgia to help conserve and protect natural resources. This technical and financial assistance is provided through a number of individual programs and authorities. The specific activities of NRCS are guided by the priorities set forth in the NRCS Strategic Plan. Resource Conservation and Development program, better known as RC&D, is a unique program that helps people initiate, sponsor, plan and implement projects that will make their communities better places in which to live. The Natural Resources Conservation Service (NRCS) administers the program for the U.S. Department of Agriculture. NRCS provides a coordinator, and gives other support to each RC&D area. The local councils make each RC&D area unique by defining goals and objectives to meet local needs. The NRCS State Office in Georgia is accepting Applications for Federal Assistance to support and stimulate new and on-going conservation activities and wise development of natural resources in support of the Resource Conservation and Development program in Georgia. Applicants are responsible for submitting an application that demonstrates their ability to: 1)Manage administrative support for multiple RC&D organizations throughout Georgia, 2)Provide administrative support for the implementation of Resource Conservation and Development activities, and/or 3)Coordinate RC&D functions with other state and local organizations. PROCEDURES FOR APPLYING FOR ASSISTANCE: Applications for project proposals should include the following: Completed Standard Form (SF) 424, Application for Federal Assistance, SF 424A, Budget Information - Non-Construction Programs, and SF 424B, Assurances Non-construction Programs, Certification Regarding Lobbying, and a narrative description that clearly describes how funds will be used to plan, develop, and manage administrative support for the Resource Conservation and Development program in Georgia. The applicant, by signing or submitting this application or cooperative agreement is providing a certification set forth in Appendix C to 7 CFR 3017; Certification Regarding Drug Free Workplace Requirements. BASIS FOR SELECTION: The NRCS will review the applications submitted by each applicant. The basis for selection will be the NRCS determination of which applicant best meet the needs of the NRCS and is able to support the objectives of the RC&D program. An independent review board consisting of a minimum of three persons (NRCS technical and management personnel and possibly State of Georgia personnel) will review and discuss comments, and provide individual scores. Applications will be separated into two groups (recommended and not recommended) for funding decisions. Negotiations will commence with recommended applicants after applications have been ranked for funding by the review board. Applicants will be given ten calendar days to respond to recommendations for modification of proposals. The signatory official will determine the applications to be funded based upon the technical evaluations, board reviews, results of negotiation, and length of commitment.
