Alaska Migratory Bird Subsistence Harvest Surveys: The US Fish and Wildlife Service, Headquarters Region 7 intends to award a single source Cooperative Agreement as authorized by 505 DM 2.14.B to Alaska Department of Fish and Game, Division of Subsistence. This notice is not a request for proposals and the Government does not intend to accept proposals. Award will be made 15 days after this notice. PURPOSE: The primary purpose of this cooperative agreement is to better enable the ADFG, Division of Subsistence to cooperatively coordinate the collection of subsistence harvest data on migratory birds from subsistence eligible areas of Alaska for the benefit of the Alaska Migratory Bird Comanagement Council, and to provide the data to the Council in usable report formats and in a timely fashion. OBJECTIVES: 1. Provide coordination, technical assistance, training, and review of incoming data to all the harvest survey field projects in the subsistence eligible areas. 2. Obtain high quality, accurate and timely harvest data in report form that is usable to the Alaska Migratory Bird Comanagement Council and its member organizations: U.S. Fish and Wildlife Service, Alaska Dept. of Fish and Game, and the 11 Alaska Native regional partners. REASON FOR SINGLE SOURCE: The activity for which this agreement will support is necessary to the continuation of an activity presently being funded, and for which competition would have a significant adverse effect on the continuity or completion of the activity. Initially this cooperative agreement is just being funded to continue ongoing field harvest monitoring surveys on St. Lawrence Island, Alaska. By partnering with the Alaska Department of Fish and Game, the Alaska Migratory Bird Comanagement Council is provided with unique resources including an intimate knowledge of subsistence harvest monitoring techniques in Alaska, past monitoring efforts, and the current survey emphasis on loon harvest, that will allow this project to be completed efficiently and successfully.
