Antelope Creek Wildlife Area Crossing Repair: Design and Permitting: Funding is available through the U.S. Fish and Wildlife Service Anadromous Fish Restoration Program to complete Phase I of the Antelope Creek Wildlife Area Crossing Repair. The funded project will include design, completion of environmental compliance documents necessary to obtain permits, and obtain permits for the design of fish passage remediation at the California Department of Fish and Game (CDFG) Tehama Wildlife Area Paynes stream crossing (Antelope Creek Middle Slab crossing) on Antelope Creek in northern California. Antelope Creek is a tributary to the Upper Sacramento River near Red Bluff, CA. Fish passage design will have to comply with National Marine Fisheries Service (NMFS) requirements as found at and CDFG Part IX of the California Salmonid Habitat Restoration Manual, Fish Passage Evaluation at Stream Crossings. Design approval should occur with a NMFS and/or CDFG fish passage engineer prior to the start of regulatory agency consultation. In addition, coordination with CDFG Redding Office should occur to determine if design will be accepted by CDFG for implementation; as well as the agency responsible for the road system through the Wildlife Area. A licensed engineer should be on the design team. Both State and Federal environmental compliance must be complete in order to implement the project designs. Applicable county permits may also be required. The successful applicant will be responsible for writing needed CEQA and NEPA documents, as well as regulatory documents, in order to complete consultation with regulatory agencies, such as the U.S. Fish and Wildlife Service, NMFS, CDFG, and the State Historic Preservation Office, to name a few. This includes completing consultation under Section 7 of the Endangered Species Act (ESA) and Section 106 of the National Historic Preservation Act (NHPA). Coordination with the USFWS will need to occur for Section 106 consultation completion. In addition, consultation with CDFG under the California ESA (CESA) will be required.
