Atlantic Flyway Council Cooperative Waterfowl Banding: THIS IS A NOTICE OF INTENT TO AWARD TO A SINGLE SOURCE AND THERE IS NO FULL ANNOUNCEMENT ASSOCIATED WITH THIS NOTICE. This is not a request for competitive proposals. The U.S. Fish and Wildlife Service (Service) intends to award a cooperative agreement to the Wildlife Management Institiute under authority 15.655 and the Fish and Wildlife Act of 1956, as amended (16 USC 742a-742j). The Service is providing funding for the continuation of a cooperative project on duck harvest management strategies for the Atlantic Flyway that rely on the results of annual, preseason duck banding programs that provide estimates of harvest rates and survival rates for mallards and black ducks, two of the most important duck species in the flyway. A large proportion of eastern mallards and the great majority of black ducks and most other duck species in eastern North America nest in eastern Canada, thus, duck banding efforts must be concentrated there. To ensure representative sampling, the annual duck banding project consists of several banding stations in each province from Ontario east, and those stations must be spread out across the birds' breeding ranges to the extent possible.
