Call for Statements of Interest: Egypt, Saudi Arabia, West Bank/Gaza, Lebanon, Jordan and Syria: SUMMARYThe Office for the Promotion of Human Rights and Democracy of the Bureau of Democracy, Human Rights and Labor (DRL) announces a call for Statements Of Interest (SOI) from organizations interested in submitting proposals for projects that promote democracy, human rights and the rule of law in Egypt, Saudi Arabia, Lebanon, West Bank/Gaza, Jordan and Syria. This is an initial solicitation to ascertain organizations that may be interested in implementing projects in the above countries/regions and does not constitute a Request For Proposals. Organizations that are invited by DRL to submit a proposal will have an opportunity to expand on their SOIs at a later date.STATEMENTS OF INTEREST (SOI) - REQUESTED PROGRAM OBJECTIVESEgypt: The Bureau of Democracy, Human Rights and Labor (DRL) invites organizations to submit statements of interest outlining program concepts and capacity to manage projects in Egypt that will: develop and strengthen programs that cultivate leadership development (particularly among youth), promote and develop multi-party political systems; promote religious tolerance and respect for religious freedom; promote and strengthen an independent judiciary; and support civil society. Saudi Arabia: The Bureau of Democracy, Human Rights and Labor (DRL) invites organizations to submit statements of interest outlining program concepts and capacity to manage projects in Saudi Arabia that will: support legislative projects and political leadership capacity-building to expose Saudi officials to democratic practices; promote religious tolerance and respect for religious freedom; promote youth leadership; strengthen labor and human rights; and support programs that support transparency, oversight and anti-corruption in municipal councils; and promote womens civic and political participation. West Bank/Gaza: The Bureau of Democracy, Human Rights and Labor (DRL) invites organizations to submit statements of interest outlining program concepts and capacity to manage projects in West Bank/Gaza that will: through non-governmental organizations, support democratization and capacity of Palestinian political parties; provide information and education on diverse faith traditions and cooperation and respect; support anti-corruption programs; and promote civil society. Lebanon: The Bureau of Democracy, Human Rights and Labor (DRL) invites organizations to submit statements of interest outlining program concepts and capacity to manage projects in Lebanon that will: strengthen judiciary independence; strengthen rule of law training and education; public outreach on electoral reform and strengthen programs that focus on political reform, and independent journalism and mediaJordan: The Bureau of Democracy, Human Rights and Labor (DRL) invites organizations to submit statements of interest outlining program concepts and capacity to manage projects in Jordan that will: support electoral law reform and political development; promote the strengthening and capacity of civil society; strengthen womens civil society coalitions, especially at the grassroots and local levels; and support and strengthen independent journalism. Syria: The Bureau of Democracy, Human Rights and Labor (DRL) invites organizations to submit statements of interest outlining program concepts and capacity to manage projects in Syria that will: support democratic forces and promote reform through grassroots and moderate political party formation; develop and strengthen an independent media; institute creative, lasting networks of democracy and human rights activists; support development of independent civil society; and promote womens rights and increased political participation of minority groups.

Additional Information on Eligibility
Organizations submitting statements should meet the following criteria: * Be a U.S. non-profit organization meeting the provisions described in Internal Revenue Code section 26 USC 501(c) (3). * Have demonstrated experience administering successful projects, preferably in the above countries and/or region, or similarly challenging program environments. DRL reserves the right to request additional background information on organizations that do not have previous experience administering federal grant awards. These applicants may be subject to limited funding on a pilot basis. * Have existing, or the capacity to develop, active partnerships with in-country organization(s). * Organizations may form consortia and submit a combined statement of interest. However, one organization should be designated as the lead applicant.
