Cardinal Valley Natural Habitat Restoration Project: The Service requested a soil substitute that can be land-applied to areas that have had their topsoil removed as part of remedial clean up actions by EPA. These areas will be managed as tallgrass prairie, and will require seeding with native species, spraying of exotic plants, mowing to suppress initial weeding growth, and burning for maintenance of the ecosystem. This is a notice of intent to award a single source cooperative agreement to Webb City without competition under justification 505DM 2.14.B. (2) & (4). The U.S. Fish and Wildlife Service (Service) will be substantially involved in projects under this funding opportunity. In particular, the Service will be responsible for the following: -Planting vegetation along select wetland areas on restoration sites. -Assisting spot spraying invasive weeds on restoration sites. -Vegetation and wildlife monitoring on restoration sites. -Selecting any subcontractors carrying out restoration activities. Competition is not practical as Webb City is unique in that they own all off the property to be restored, they have the specialized technical on the prairie management and possess specialized equipment to produce the type and quantity of soil amendment previously test by Trustees.
