Common Murre Restoration Project: This award is anticipated to be a single-source determination because of technical expertise, support capacity and cost-sharing ability provided by Harry Carter (Carter Biological Consulting). Mr. Carter has vast experience and expertise in restoration techniques for Common Murres; analyses, interpretation and publication of seabird population data; and seabird colony survey techniques. Mr. Carter has been part of the Common Murre Restoration Project working group and an integral part of the program since 1995. Knowledge he contains of this program is irreplaceable. Mr. Carter will provide data from past studies to be included in analyses for publication. Also, he led the last survey of seabird breeding colonies in California. His leadership on surveys to be conducted in 2011 are essential to assuring that methodologies are comparable to the previous survey. Carter will provide $4,733 of in-kind services to the project.
