Community Clinical Oncology Program (U10): The Division of Cancer Prevention of the National Cancer Institute (NCI) established the Community Clinical Oncology Program (CCOP) in 1983 to develop and conduct state-of-the-art cancer prevention clinical trials and control and treatment clinical trials with significant involvement of community oncologists and populations they serve. The mission of the CCOP includes: (1) accelerating development of interventions to prevent and treat cancer and its symptoms by increasing accrual to studies; (2) fostering quality care in the community through adoption of results from clinical trials; and (3) increasing the involvement of minority and underserved patient/participant populations in cancer clinical trials and associated research. The NCI-funded CCOP Network consists of two types of components, CCOP groups (also referred to as CCOPs) and CCOP Research Bases. A CCOP group encompasses community oncologists who accrue patients/participants to NCI-approved clinical trials. These trials are designed and conducted by the CCOP Research Bases, which also manage and analyze the data, and report the results. CCOP Research Bases must be located either at an NCI Clinical Cooperative Group or at an NCI-designated Cancer Center. This Funding Opportunity Announcement (FOA) solicits U10 cooperative agreement applications from new and currently funded CCOP groups and CCOP Research Bases. The NCI intends to commit approximately $10.9 million in total costs in FY 2008 to fund approximately 17 CCOP group and/or Research Base awards. For CCOP groups, the total project periods may not exceed 3 years for new applications, and no more than 5 years for renewal applications. For CCOP Research Bases, the total project period may not exceed 5 years for new as well as renewal applications. A CCOP group may be formed by oncologists from one or more eligible institutions, who collectively must be capable of achieving specific goals for annual accrual to treatment clinical trials and to prevention/control clinical trials. Eligible Institutions: For-profit organizations; Non-profit organizations; Public or private institutions, such as universities, colleges, hospitals, and laboratories; Domestic Institutions; and Faith-based or community-based organizations. Foreign institutions and organizations are ineligible to apply for either a CCOP group or CCOP Research Base award. Additional Conditions of Eligibility apply (see below). The following categories of institutions/organizations (here forth referred to as community institutions ) are eligible to apply for CCOP group awards: hospitals; clinics; groups of practicing physicians; health maintenance organizations (HMOs); and consortia of hospitals and/or clinics and/or physicians and/or HMOs that agree to work together with a principal investigator (PI) and a single administrative operation center. A university, Veterans Administration (VA) hospital, or military treatment facility (MTF) may be included in a CCOP group application as a member of a consortium led by a community institution, but may not be the applicant organization or the major contributor to participants/patient accrual. A non-university clinical trials cooperative group member that is not currently funded by NCI is eligible to apply. Funded cooperative group affiliate programs are eligible to apply, but should state in the application that support through this mechanism will be relinquished if a CCOP award is received. Potential applicants for CCOP group award from community institutions serving primarily minority populations should consider the companion funding opportunity for the Minority-Based Community Clinical Oncology Program (MBCCOP) (for details, see RFA-CA-07-049, http://grants.nih.gov/grants/guide/rfa-files/RFA-CA-07-049.html). Institutions NOT ELIGIBLE to apply as the CCOP group applicant organization include: an NCI-funded Cancer Center; a university hospital that is the major teaching institution for that university; and a university hospital clinical trials cooperative group member funded by the Division of Cancer Treatment and Diagnosis, NCI. Only NCI-funded Clinical Trials Cooperative Oncology Groups (Cooperative Groups) and NCI-designated Cancer Centers are eligible to apply for CCOP Research Base awards. An NCI Clinical Cooperative Group applying to become a CCOP Research Base must propose to develop and implement clinical trials in cancer prevention and control as well as in cancer treatment. An NCI-designated Cancer Center applying to become a CCOP Research Base must propose to develop and implement only cancer prevention and/or control clinical trials. Eligible Principal Investigators (PIs) with the skills, knowledge, and resources necessary to carry out the proposed research are invited to work with their institutions to develop an application for support. Individuals from under-represented racial and ethnic groups as well as individuals with disabilities are always encouraged to apply for NIH programs. Each applicant organization may submit only one application. Applications must be prepared using the PHS 398 research grant application and forms.
