Community Services Block Grant (CSBG) Training and Technical Assistance (T/TA) Program: Learning Communities Resource Center:
The Office of Community Services (OCS) within the Administration for Children and Families (ACF) will support one 2-year cooperative agreement for a Community Services Block Grant (CSBG) Learning Communities Resource Center (LCRC). This cooperative agreement will be a continuation of efforts of the LCRC, which was created in 2013. The LCRC will continue to build the long-term capacity of training and technical assistance (T/TA) for CSBG by promoting and convening learning communities to improve access to validated T/TA information and resources (i.e., innovative, evidence-based, evidence-informed, field tested, exemplary, and/or promising practices). The LCRC will help State CSBG Lead Agencies, CSBG-eligible entities, the Regional Performance Innovation Consortium (RPIC), and other national partners by supporting activities and services that improve program outcomes within the CSBG Network. The LCRC will continue to work to improve the validity, quality, and quantity of T/TA information and resources available within the CSBG Network to help alleviate the causes and conditions of poverty in communities. In addition, this cooperative agreement will fund the creation of a new learning cluster focused specifically on alleviating child poverty in rural communities and expanding access to two generation service delivery approaches.

Additional Information on Eligibility
As prescribed by Section 678A(c)(2) of the CSBG Act (42 U.S.C. § 9913(c)(2)), eligible applicants are CSBG-eligible entities, or statewide or local organizations or associations, with demonstrated expertise in providing training to individuals and organizations on methods of effectively addressing the needs of low-income families and communities. Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity announcement. Faith-based organizations are encouraged to review the ACF Policy on Grants to Faith-Based Organizations at: http: //www.acf.hhs.gov/acf-policy-on-grants-to-faith-based-organizations. Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from competitive review and from funding under this announcement.
