Cultural Programming in Herat Province: The Public Affairs Section (PAS) of the U.S. Embassy in Kabul, Afghanistan invites all eligible organizations (see Section IV for Eligibility Requirements) to submit a proposal for a Cooperative Agreement to design, organize and implement cultural programming in Herat City and other parts of Herat Province over the course of one year, in close cooperation with the U.S. Consulate in Herat. The programs will engage the general public and important target audiences by addressing a series of issues that are priorities for the United States government (USG) and the Government of the Islamic Republic of Afghanistan (GIROA).
