Decentralization Offering Better Results and Efficiency (DOBRE): The United States Agency for International Development (USAID), through the Regional Contracting Office in Kyiv, Ukraine is seeking applications from qualified U.S. or Non-U.S. non-profit or for-profit Non-Governmental Organizations (NGOs), and other qualified non-USG organizations for funding of an activity entitled “Decentralization Offering Better Results and Efficiency (DOBRE).” Please refer to the Program Description, Section I of this NFO for a complete statement of goals and expected results.

Sectors/Sub-sectors: Local Governance/Decentralization. Activity Purpose: The purpose of the Decentralization Offering Better Results and Efficiency Activity is to strengthen local governance to deepen democracy, improve conditions for development of communities and promote stability. Activity Objectives: There is a two-part objective to DOBRE: (1) Local Governments Effectively Manage Resources and services that respond to community priorities and (2) Improved citizen engagement and oversight in local governance. Program Duration: 5 years per the following phases:

• Phase I Estimated Funding: $40 Million for 4 years;
• Phase II Estimated Funding: $10 million for 1 year.

USAID intends to conduct a mid-term evaluation of the program (no later than six months prior to the end of Phase I) in order to make a determination on continued funding for Phase II.
