Emergency Jobs Program (EJP): USAID West Bank and Gaza, plans to establish a program that provides well-targeted, skilled and unskilled emergency employment opportunities by collaborating closely with municipalities, villages, communities, private sector entities and NGOs. This job creation activity will play a critical role by providing a key USAID implementation mechanism that can react quickly to unforeseen economic needs and emergencies in municipalities by designing and directing responsive small-scale employment generation projects across a wide range of sectors.It is USAID/West Bank and Gazas intent to award a Cooperative Agreement for this effort. U.S. Non-Governmental Organizations (NGOs), U.S. Private Voluntary Organizations (PVOs), Public International Organizations (PIOs), and U.S. for profit firms (provided they forgo profit) actively engaged in activities consistent with the program objectives may submit applications. Applications will be reviewed and judged based on (1) the viability of the proposed technical approach, (2) demonstrated technical capacity of the organization, to implement the proposed program, and (3) a record of organizational capability and past performance in managing and implementing similar or related programs. The cost/business applications of all applicants submitting a technically acceptable application will be evaluated by the Agreement Officer for general reasonableness and cost realism. This is a pre-solicitation notice only. No applications are requested at this time. No additional information regarding this planned Request for Applications (RFA) is available at this time. All information will be supplied at the time the RFA is issued which currently is expected to be available on a later date this week. Issuance of an RFA will be subject to internal USAID approvals and the availability of funds. Applications should not be submitted until after the RFA is issued.
