This description provides an overview only. YOU MUST READ THE FUNDING OPPORTUNITY ANNOUNCEMENT (FOA) FOR DETAILS ON ADDITIONAL INFORMATION, EVALUATION CRITERIA, AND HOW TO PROPARE YOUR APPLICATION. The Department of Energy (DOE), National Energy Technology Laboratory (NETL) on behalf of the Office of Energy Efficiency and Renewable Energy apos;s (EERE) Office of FreedomCAR (in which CAR stands for Cooperative Automotive Research and Vehicle Technologies (OFCVT)) is seeking applications for cost-shared Research and Development to improve the efficiency of internal combustion engines while meeting emissions regulations. The technical approaches sought through this announcement will increase overall vehicle efficiency through advanced combustion and exhaust heat recovery technologies. OFCVT will be the sponsor for the planned awards. This solicitation is responsive to two subprograms within OFCVT, Advanced Combustion Engines, and Fuels Technology. The focus of this solicitation is to fund projects that will improve the efficiency of internal combustion engines while maintaining low emissions through the following approaches, or Areas of Interest: Area of Interest 1: Enabling technologies, components, methods, and fuels for high-efficiency clean combustion (HECC), which includes various forms of low-temperature combustion and homogeneous charge compression ignition (HCCI) combustion; Area of Interest 2: Utilization of the engine exhaust energy for useful work. It is the intent of the DOE to award cost-shared projects that address the above goals. Successful Applicants will develop their technology to full scale for characterization and evaluation on multi-cylinder engines or equivalent experimental setups by the end of the period of performance. Fundamental research is not desired; however, up to one third of project resources may be utilized for research at the subcomponent scale, if necessary for project success. Teaming arrangements are strongly encouraged, especially among automobile manufacturers, engine manufacturers, component suppliers, and energy companies, to take advantage of the best complementary technologies available from the different companies /organizations. Participation of universities and small businesses is also encouraged. Teaming arrangements of this sort help to facilitate timely technology transfer to the private sector and enhance U.S. industrial competitiveness.
