Environmental Quality Incentive Program Assistance: The successful applicant will be responsible for: 1. Assisting with approximately 100 Fiscal Year 2006 and prior year Farm Bill applications and contracts based on the number of counties awarded to an applicant. 2. Providing quantitative interpretations of EQIP contract data to document cooperators technical assistance needs utilizing NRCS software programs for the purpose of ranking applications and establishing and administering contracts. 3. Providing field office managers with requested reports to document the status of application and contracts at all phases from application to completion. 4. Generating correspondence to producers, applicants and program participants and providing assistance to accelerate Farm Bill program implementation. 5. Coordinating local work group meetings and stakeholder input for Farm Bill programs. 6. Monitoring and documenting cooperators progress in implementing practices agreed to in EQIP contracts. 7. Tracking and updating local costs for practices installed for the EQIP cost list. 8. Other products to be delivered may include: maintaining NRCS resource data (GIS topography, county parcels data, aerial photos, land user application and contract folders, etc). 9. The selected applicant will be required to become certified by NRCS to receive clearance for network access and client data files. The anticipated range of potential client planning activity for Fiscal Year 2006 is as follows: 1. The approximate number of Farm Bill EQIP applications by county for Fiscal Year 2006 is as follows: Shasta 10; and Lassen 1. 2. The approximate number of active contracts (Fiscal Years 2001-2005) that potentially could have conservation practices scheduled for implementation by county in the current fiscal year is as follows: Shasta 33; Lassen 8; and Modoc 1. 3. All services and customer assistance provided under this agreement must meet USDA-NRCS standards and specifications as set forth in Departmental manuals, handbooks, and guides. The selected applicant shall report to NRCS the appropriate data elements associated with the service and assistance provided to participants so that the data can be entered into the performance results system for tracking conservation accomplishments. 4. NRCS anticipates being substantially involved in carrying out the work covered by this cooperative agreement. 5. NRCS will also provide a representative to participate in the planning and management of the cooperative agreement and coordinate activities. 6. NRCS will provide program oversight and will provide agency software, necessary forms and other resource information. Evaluation Criteria - Listed In Descending Order of Importance 1. Organizational Capabilities - The adequacy of organizational resources and experience to successfully manage and perform the project. 2. Past Performance - Demonstrates successful completion of agreements/contracts for similar type work: Maximum of 40 Points. Each proposal will be evaluated and ranked in accordance with the evaluation factors listed above. Discussions may be held with each applicant regarding the applicants experience, the proposed plan of action or alternative courses of action.
