Ethnic Community Self-Help Program-Ukraine: The Administration for Children and Families, Office of Refugee Resettlement (ORR) announces funding under the Ethnic Community Self-Help (ECSH) Program-Ukraine. The goal of the program is to support Ethnic Community-Based Organizations (ECBOs) in providing eligible populations with critical integration services. Under the ECSH Program, the following three main objectives must be implemented: 1) strengthen ECBOs' provision of culturally and linguistically appropriate services; 2) support ECBOs' organizational development and engagement in capacity building by encouraging their collaboration with established refugee service providers and mainstream organizations; and 3) support ECBOs in promoting community building and civic participation.Funding for this Notice of Funding Opportunity (NOFO) is provided through the "Additional Ukraine Supplemental Appropriations Act, 2022" Public Law 117-128, Title IV, Department of Health and Human Services (HHS), Administration for Children and Families (ACF), Refugee Entrant Assistance, which authorizes ORR to carry out refugee and entrant assistance activities in support of citizens or nationals of Ukraine, or persons who last habitually resided in Ukraine, and provides eligibility for Ukrainian humanitarian parolees (or persons who last habitually resided in Ukraine who receive humanitarian parole) to receive services and benefits, including mainstream public benefits, to the same extent as refugees. For this reason, ORR is only authorized to fund projects that propose to serve eligible arrivals/parolees from Ukraine under this NOFO.

Additional Information on Eligibility
ECSH Program recipients that were awarded in Fiscal Years (FY) 2020 and/or 2022 (whose projects started on September 30, 2020, and/or September 30, 2022) are eligible to apply under this NOFO but must propose distinct and separate services from those being conducted under their existing ECSH project, and/or must propose servicing a distinctively different geographic location from their existing location. Public or private non-profit agencies are eligible for awards under this announcement. Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from competitive review and funding under this funding opportunity. Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity. Faith-based organizations may apply for this award on the same basis as any other organization, as set forth at and, subject to the protections and requirements of 45 CFR Part 87 and 42 U.S.C. 2000bb et seq., ACF will not, in the selection of recipients, discriminate against an organization on the basis of the organization's religious character, affiliation, or exercise.
