FY 2011 National Dam Safety Program - Cooperative Technical Partnership: A primary goal of the Dam Safety Act (Public Law 109-460) is to encourage the establishment and maintenance of effective State dam safety programs and to provide training, education, and public awareness to States that are moving toward improved safety of nonfederal dams in their States.  See 33 U.S.C. sect; 467f. The Federal Emergency Agency (FEMA) proposes to provide a grant of $200,000 in FY2011 to the Association of State Dam Safety Officials, Inc., (ASDSO), a non-profit organization and a Cooperative Technical Partner since FY2010, for the development and implementation of dam safety training and education courses for State Dam Safety Officials.  This section describes two projects and the deliverables required by this grant. The first project is to improve dam safety by training dam safety engineers in classroom and distance learning settings and through expert state-specific guidance, by education of dam owners and by public outreach. The second project is to conduct an assessment of the use of risk prioritization tools by State Dam Safety Programs to determine dam remediation projects. Upon completion of the state assessment, ASDSO will hold a workshop on the Use of Risk Prioritization Tools by State Dam Safety Programs to determine the direction of the use of prioritization tools by the states in the future. In order to successfully conduct the evaluation, ASDSO shall formulate a project team with strong program management expertise and a unique skill set combining strong civil/dam safety engineering and knowledge of state dam safety programs. The following describes the project information that must be submitted, as a minimum, in the grant application narrative along with a budget. Prepare a narrative of all projects with schedules regarding how the work will be carried out, the approaches, projects' elements, workshop elements, project teams, and major milestones of each project. Conduct a workshop on the use of risk prioritization tools by State Dam Safety Programs to determine dam remediation projects; and. Prepare quarterly progress reports on each project and a report on the Use of Risk Prioritization Tools by State Dam Safety Programs. Deliver a draft final report titled "Use of Risk Prioritization Tools by State Dam Safety Programs" that includes detailed findings and recommendations to FEMA no later than 9 months and a final report for publishing no later than 12 months after grant award.
