- Public Housing Agencies (PHAs) with the legal authority to develop, own, modernize, and operate a public housing project in accordance with the 1937 Act are eligible. PHAs that are troubled are eligible for funding if the agency is in compliance with any current Memorandum of Agreement or Recovery Agreements. See below for the list of entities that are NOT eligible for awards made under this announcement:Tribes and tribally-designated housing entities (TDHEs)Nonprofit organizations.Resident associations.Individuals, foreign entities and sole proprietorship organizations.State governments.County governments.City governments.Indian Housing Authorities.PHAs that received awards under the FY 2022 or FY 2021 Radon Testing and Mitigation Demonstration for Public Housing grant program.PHAs with only Rental Assistance Demonstration (RAD) Section 8 Project-Based Voucher (PBV) or Project-Based Rental Assistance (PBRA) housing in their portfolio. Individuals, foreign entities, and sole proprietorship organizations are not eligible to compete for, or receive, awards made under this announcement.
