- Eligibility Requirements Applicants for the Farm Business Management and Benchmarking (FBMB) program must meet all the requirements discussed in this RFA. Failure to meet the eligibility criteria by the application deadline may result in exclusion from consideration or, preclude NIFA from making an award. For those new to Federal financial assistance, NIFA’s Grants Overview provides highly recommended information about grants and other resources to help understand the Federal awards process. Applications may be submitted by numerous entities. Pursuant to 7 U.S.C. 3157(b)(7), eligible applicant means: 1. State agricultural experiment station; 2. College and universities; 3. University research foundation; 4. Other research institutions and organizations; 5. Federal agencies; 6. National laboratories; 7. Private organizations or corporations; 8. Individuals; or 9. Any group consisting of two (2) or more of the entities described in subparagraphs (A) through (H). Award recipients may subcontract to organizations not eligible to apply provided such organizations are necessary for the conduct of the project.
