Federal and State Technology Partnership Program (FAST): - Please note that all Technical Proposals must be 25 pages or less double spaced. See pages 8 a) & 9 b) of the Program Announcement for Technical Proposal content. This modification is issued to correct the maximum award amount from $200,000 to $100,000. The U.S. Small Business Administration (SBA) plans to issue Program Announcement No. FAST-10-R-0004 and make twenty awards of up to $200,000 to organizations to conduct outreach and provide technical assistance services to technology-based small business owners. Applications will be considered from all 50 states, the District of Columbia, American Samoa, Guam, Virgin Islands and the Commonwealth of Puerto Rico. This program is authorized by Public Law (P.L.) 111-117 and 15 U.S.C. 657d(c). There is a one proposal per state limitation on this competition. Only one proposal from each state may be submitted to the SBA for consideration, and this application must have an original, signed Letter of Endorsement from the State Governor (Mayor for the District of Columbia). Eligible applicants include, but are not limited to, state and local Economic Development Agencies, colleges and universities and Small Businesses Development Centers. Funds will be provided to conduct programs for a 12-month performance period. Applications/proposals must be submitted via the internet at http://www.grants.gov/ and must be validated and accepted by 11:59 p.m., Eastern Daylight Time, May 10, 2010. Applicants' technical proposal must contain information about their current status and a plan describing how the effort will be sustained once the grant expires.

Additional Information on Eligibility
Eligible Applicants Organizations and individuals in every state including state economic development agencies, Small Business Development Centers, or any other entity involved in the development of small technology firms are eligible to apply for a cooperative agreement award. Proposals may be submitted on behalf of an individual state or on behalf of multiple states. Additional Information on Eligibility: Not more than one proposal may be submitted for inclusion in the FAST program to provide services in any one state in any one fiscal year. Application must be accompanied by a Letter of Endorsement signed by the appropriate state governor or his/her authorized designee.
