Flammulated Owl Surveys: THIS IS A NOTICE OF INTENT TO AWARD TO A SINGLE SOURCE, AND THERE IS NO "FULL ANNOUNCEMENT" ASSOCIATED WITH THIS NOTICE. This Notice is NOT a request for competitive proposals. The U.S. Fish and Wildlife Service (Service) intends to award a cooperative agreement to the Rocky Mountain Bird Observatory, under authority of CFDA 15.655 and the Fish and Wildlife Conservation Act of 1980, as amended in 1988 (16 U.S.C. 2901-2911; 94 Stat. 1322). The Service proposes to provide financial assistance to help monitor Flammulated Owls -- a poorly monitored bird with uncertain population trends. It is considered a species of conservation concern by the US Fish and Wildlife Service and partners. This project is to design a range-wide survey for Flammulated Owl using grid-based survey points in conformance with the project design criteria agreed upon by the Partners In Flight Western Working Group, Flammulated Owl Monitoring Project Design Team; implement that survey in national forests in Colorado; and support partners implementing surveys in other western states. Period of performance is from date of the award to December 31, 2012. A determination by the Government not to compete this proposed assistance based upon Departmental Manual 505DM2, paragraph 2.14 (B) (4) Unique Qualifications of the applicant.
