Fy 07/08 Ngo Security Management Initiatives: USAID/OFDAs mandate is to save lives, alleviate human suffering, and reduce the economic and social impact of disasters worldwide. In order to facilitate the achievement of this goal, implementing partners providing humanitarian assistance must be able to effectively manage their own security needs. In FY 07, OFDAs strategy will be to increase the NGO communitys awareness of generally recognized good security practices, build their capacity to implement good practices, improve institutional support for comprehensive security management, and promote appropriate collaboration among humanitarian actors. OFDA is soliciting applications under this APS to implement this strategy.

- Applicants should note that USAID policies make foreign governmental organizations (i.e., organizations which function as a governing body, such as foreign ministries and local governments) and foreign government-owned organizations, (i.e., host government agencies or firms operated as commercial companies or other organizations-including nonprofit organizations other than public educational institutions-which are wholly or partially owned by a host government or agencies thereof) ineligible for USAID financing unless waivers are approved or special approvals are provided.
