Glass Industry of the Future Funding Announcement: ALL QUESTIONS CONCERNING THIS FUNDING OPPORTUNITY ANNOUNCEMENT MUST BE SUBMITTED THROUGH THE IIPS SYSTEM (SEE SECTION VII OF THE ANNOUNCEMENT FOR QUESTION SUBMITTAL INSTRUCTIONS). The U.S. Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy (EERE) is seeking applications for cost-shared research and development of technologies which will reduce energy consumption, reduce environmental impacts and enhance economic competitiveness of the domestic glass industry. The research is to address the topics listed below, derived from research priorities identified by the glass industry in the Glass Industry Technology Roadmap, (available at the following URL: http://www.eere.energy.gov/industry/glass/pdfs/glass2002roadmap.pdf.). Potential benefits of the research must be realized in manufacturing processes, not in end-use applications. Proposals for pure glass product development research will not be considered. Approximately $400,000 in fiscal year 2005 federal funds is estimated to be available to fund awards. DOE anticipates making three to five Awards, each with a duration of four years or less. DOE anticipates these Awards will include one or two larger awards up to approximately $3,000,000 targeting Category A and one to three smaller awards totaling up to approximately $1,000,000 for Category B. Each Application should note to which Category it is being responsive. The grants will be awarded in accordance with DOE Financial Assistance regulations, Title 10 of the Code of Federal Regulations, 10 CFR 600. Award of a grant under this Funding Opportunity Announcement does not commit the Government to fund any follow-on research. Successful applicants will be required to submit quarterly and final reports to DOE. Proposed projects are required to yield projected energy savings of at least one trillion Btu annually by 2020, and ideally should be several times this amount. The energy savings provided shall be calculated using the Energy Savings Estimator tool as noted in Criterion 2 of the Merit Review Criteria. All proposals shall include go/no-go decision points with the first decision point occurring within approximately 12 months after the project starts. Budget periods should be structured around major milestones and go/no-go decision points at approximately one year intervals for the remainder of the project. These decision points should be identified when addressing the Project Management Plan, Team Capabilities, and Commercialization Plan criterion. The project must demonstrate to DOE that it has met the identified objectives tied to the go/no-go decision point, has completed the objectives in compliance with a mutually agreed upon management plan, has submitted timely and informative reports, and identifies the objectives planned for the new budget period before it can proceed to the next budget period. DOE will use these go/no-go decision points to determine if the project will continue to the next budget period based on technical progress and funding availability. DOE may appoint a peer review or technical review panel to assist in evaluating the technical progress of each project and make recommendations to DOE regarding the project. 30% non-federal cost share is the minimum requirement for Research and Development projects. This cost share will provide evidence of strong industrial interest in the technology. The required cost share of thirty-percent is to optimize and better leverage Program Funds. 50% non-federal cost share is the minimum required for validation and demonstration projects. Validation and demonstration of latter-stage technologies is defined as full or commercial scale testing of a process technology beyond pilot-scale. Cost share may be provided as cash or as in-kind contributions. Cost share may not be derived from other federal funding, including federal funding of a national laboratory through another contract vehicle (see 10 CFR 600.123 and 10 CFR 600.127). Due to the limited amount of anticipated future fiscal year funding, it is anticipated that some projects will not be continued after the end of each budget period, notwithstanding the technical progress made during that budget period, even if all anticipated objectives have been met or exceeded.

Additional Information on Eligibility
For-profit, non-profit, state and local governments, Indian Tribes, and institutions of higher education may submit applications in response to this Funding Opportunity Announcement. Multi-partner collaborations between private industry, university, and/or National Laboratory participants are required. Industrial partners must be included, either as primary applicants or as cost-sharing partners. Either at least two U.S. glass manufacturers or at least one U.S. glass manufacturer and at least one glass industry equipment manufacturer/service provider must be involved. National Laboratories will not be eligible for an award under this Funding Opportunity Announcement. However, an application that includes performance of a portion of the work by a National Laboratory may be considered for award provided the applicant clearly identifies the unique capabilities, facilities, and/or expertise the Laboratory offers the primary applicant. Laboratory participation will be limited to 33%.
