HIV Emergency Relief Project Grants for New Transitional Areas: Part A (Title I) of the Ryan White HIV/AIDS Treatment modernization Act (RWMA) of 2006, PL 108-415, authorizes grants for outpatient and ambulatory health and support services to Eligible Metropolitan Areas (EMAs) and Transitional Areas. These grants funds support community-based systems of care. The RWMA delineates a series of CORE services and support services which can be provided to individuals with HIV/AIDS in EMAs and Transitional Areas. These services are intended primarily for low income/under insured people living with HIV/AIDS. Sixty two and two thirds percent of the funds available are awarded according to a formula based on the living HIV/AIDS cases within the EMAs and Transitional Area.
