HIV Emergency Relief Project Grants for New Transitional Areas: Part A (Title I) of the Ryan White HIV/AIDS Treatment modernization Act (RWMA) of 2006, PL 108-415, authorizes grants for outpatient and ambulatory health and support services to Eligible Metropolitan Areas (EMAs) and Transitional Areas. These grants funds support community-based systems of care. The RWMA delineates a series of CORE services and support services which can be provided to individuals with HIV/AIDS in EMAs and Transitional Areas. These services are intended primarily for low income/under insured people living with HIV/AIDS. Sixty two and two thirds percent of the funds available are awarded according to a formula based on the living HIV/AIDS cases within the EMAs and Transitional Area. The remaining funds, less any hold harmless amounts and amounts appropriated for the Minority AIDS Initiative (MAI), are awarded as discretionary supplemental grants based on the demonstration of additional needs by the EMA and Transitional Area
