Housing Counseling Program: This program supports the delivery of a wide variety of housing counseling services to homebuyers, homeowners, low- to moderate-income renters, and the homeless. The primary objectives of the program are to expand homeownership opportunities and improve access to affordable housing. Counselors provide guidance and advice to help families and individuals improve their housing conditions and meet the responsibilities of tenancy and homeownership. Counselors also help borrowers avoid inflated appraisals, unreasonably high interest rates, unaffordable repayment terms, and other conditions that can result in a loss of equity, increased debt, default, and eventually foreclosure.

Additional Information on Eligibility
Eligible applicants include: HUD-approved Local Housing Counseling Agencies (LHCAs); HUD-approved national and regional intermediaries (Intermediaries); and State Housing Finance Agencies (SHFAs). LHCAs and Intermediaries are private or public nonprofit organizations, including grassroots community-based organizations, inclusive of faith-based organizations, that secure HUD approval as an LHCA, or as an intermediary, as of the publication date of the SuperNOFA, and retain such approval through the term of any grant awarded. A SHFA does not need HUD approval in order to apply for a grant through this NOFA.
