Improving Political Debate on Key Issues and Enhancing Transparency of Political Campaigns: This 18-month program (entitled Improving Political Debate on Key Issues and Enhancing Transparency of Political Campaigns, and referred to hereafter as the Political Debate and Transparency Program) will promote higher quality debate on key political issues and greater transparency of information on candidates and their political parties. It will be crucial that the recipient maintain strict neutrality as it implements the activity. The program is designed to address specific challenges of the 2006 national and sub-national electoral processes in Peru while establishing the basis for strengthening political parties in the future.
