- USAID will entertain applications from qualified entities. Potential applicants are free to join forces and collaborate with other potential applicants, so as to make the best use of each organization's comparative advantage, e.g. to strengthen technical expertise. The application should clearly describe the organizational structure, roles, responsibilities and lines of communications with any prime/sub relationship proposed. Applicants are expected to nurture and strengthen their participation and input from the design to the evaluation phase.
