Indian Community Development Block Grant (ICDBG) Program: The purpose of the ICDBG program is the development of viable Indian and Alaska Native communities, including the creation of decent housing, suitable living environments, and economic opportunities primarily for persons with low- and moderate- incomes as defined in 24 CFR 1003.4. The ONAP in HUD's Office of Public and Indian Housing administers the program. 1. Single Purpose Grants. Projects funded by the ICDBG program must meet the primary objective, defined at 24 CFR 1003.2, to principally benefit low- and moderate-income persons. Consistent with this objective, not less than 70 percent of the expenditures of each Single Purpose grant shall be for activities that meet the regulatory criteria at 24 CFR 1003.208 for: a. Area Benefit Activities; b. Limited Clientele Activities; c. Housing Activities; or d. Job Creation or Retention Activities. ICDBG funds may be used to improve housing stock, provide community facilities, improve infrastructure, and expand job opportunities by supporting the economic development of the communities. 2. Imminent Threat Grants. ICDBG Imminent Threat (IT) grants are intended to alleviate or remove threats to health or safety that require an immediate solution as described at 24 CFR Part 1003, subpart E. The grants provide a solution to problems of an urgent nature that were not evident at the time of the ICDBG Single Purpose funding grant cycle or require immediate action. IT requests should not be submitted to your Area ONAP before a FY2013 appropriation is enacted. If funds are provided for IT grants and the criteria in the NOFA are met, the request may be funded until the amount set aside for this purpose is expended.
