Law Enforcement Officer Reimbursement Agreement Program: Pursuant to 49 U.S.C. § 44903(c) and 49 C.F.R. Part 1542, Airport operators are required to establish an air transportation security program that provides a law enforcement presence and capability at the airport that is adequate to ensure the safety of air passengers. This program is part of the cooperative effort between TSA and airports to support deployment of sufficient law enforcement officers, by airports, to ensure passenger safety and counter risks to transportation security. TSA is requesting applicants to submit the actual /direct costs for the fully burdened rate of Police Patrol Officer/State Certified Armed Security Guard. Awards will be applied based on "Not To Exceed criteria" (NTE) contained in five (5) categories: Category X; Category I; Category II; Category III; Category IV. "NTE" limits range from $29.96 per hour, to $25.94 per hour and are specific to their respective category. The fully burdened hourly rate includes base salary, Social Security, 401(k)/403(b)/457 plans, disability insurance, healthcare benefits, pension, & life insurance. Applicants should refer to the application guidance document for further information. Contingent on supplementary funding being available, additional consideration may be given to airports with cost in excess of the Not to Exceed (NTE) rates. Checkpoint hours, current funding level and airport security specific data for airports currently participating in this program will be considered as part of the eligibility and award process.
