Lead-Based Paint Capital Fund Program (LBPCF): As authorized under the Consolidated Appropriations Act, 2017, $25,000,000 shall be available for competitive grants to public housing agencies to evaluate and reduce lead-based paint hazards in public housing by carrying out the activities of risk assessments, abatement, and interim controls (as those terms are defined in section 1004 of the Residential Lead-Based Paint Hazard Reduction Act of 1992 (42 U.S.C. 4851b))

- Public Housing Authorities (PHAs) with the legal authority to develop, own, modernize and operate a public housing development in accordance with the 1937 Act, under an Annual Contributions Contract (ACC), are eligible to apply. A PHA that is troubled or under the direction of HUD is eligible for funding, provided the PHA is in compliance with any current Memorandum of Agreement or Recovery Agreement.Tribes and tribally designated housing entities (TDHEs), nonprofit organizations, and resident associations are not eligible to apply. Individuals, foreign entities, and sole proprietorship organizations are not eligible to compete for, or receive, awards made under this announcement.
