Local Works Zimbabwe Youth Program Collaborative Action Network: As part of the design of the Local Works Zimbabwe Youth Program, USAID/Zimbabwe isseeking applications from qualified youth-focused local entities to provide program designsupport services as described in this Notice of Funding Opportunity (NOFO). The selectedlocal entity (the Recipient) will facilitate Zimbabwe's youth constituency to provide technicalsupport, facilitation and logistical services, and co-design the youth-led Local WorksZimbabwe Youth Program. The Recipient will operate in partnership with local stakeholdersto actively listen and understand the complex dynamics and barriers to youth development inZimbabwe. This will help to identify youth needs and priorities and engage and involve youthin the design and implementation of locally driven response initiatives. Local assets,including youth associations, private sector entities, informal sector associations, non-profitand community-based organizations will be harnessed to inform and participate in thisprocess. Local subject matter experts, youth champions, religious and local leaders will playkey roles to ensure buy-in from communities that have often been divided by politicaldifferences.

Eligibility for this NOFO is restricted to only Zimbabwean organizations as defined below.USAID defines a local entity as an individual, corporation, a nonprofit organization, oranother body of persons that:● Is legally organized under the laws of Zimbabwe;● Has as its principal place of business or operations in Zimbabwe;● Is majority owned by individuals who are citizens or lawful permanent residents ofZimbabwe; and● Is managed by a governing body the majority of who are citizens or lawful permanentresidents of Zimbabwe.The term “majority owned” and “managed by” include, without limitation, beneficiaryinterests and the power, either directly or indirectly, whether exercised or exercisable, tocontrol the election, appointment, or tenure of the organization's managers or a majority ofthe organization's governing body by any means.The eligibility requirements apply to only the principal applicant. However, per the StandardProvision “Limitation on Subawards to Non-Local Entities,” the following requirementapplies:By submission of an application and execution of the award, the applicant/recipientagrees that at least fifty (50) percent of the cost of award performance incurred forpersonnel must be expended for employees of the prime/ local entity.USAID welcomes applications from organizations that have not previously received financialassistance from USAID.
