MBRS Research Initiative for Scientific Enhancement: - The Minority Biomedical Research Support (MBRS) Program was created in response to a legislative mandate to increase the numbers of underrepresented minority faculty, investigators and students engaged in biomedical and behavioral research, and to broaden the opportunities for underrepresented minority faculty and students for participation in biomedical and behavioral research. To accomplish these goals, the Research Initiative for Scientific Enhancement (RISE) program seeks to support institutional grants that provide students from groups underrepresented in biomedical and behavioral research well integrated developmental activities to increase their knowledge, skills, and information as they move to more advanced levels and ultimately attain the Ph.D. degree. - Applications may be submitted by domestic post-secondary minority-serving institutions that have more than 50% student enrollment from groups underrepresented in biomedical or behavioral research. - A RISE application must include goals and specific measurable objectives, a proposed institutional plan for the development of the student activities and an evaluation plan. All applications submitted for October 1, 2005 or later receipt dates must be responsive to this PA. - Because the nature and scope of the proposed research will vary from application to application, it is anticipated that the size and duration of each award will also vary. The total amount awarded will depend upon the mechanism numbers, quality, duration, and costs of the applications received. Approximately six million dollars is anticipated to be available for ten new RISE and/or competing RISE institutional four-year grant awards made under the research education (R25) mechanism. - An applicant institution may apply for and hold only one RISE grant. Additional Information on Eligibility
- A public or private post secondary educational institution, such as a university or college awarding associate, undergraduate or graduate degrees located in the United States of America or its territories including Puerto Rico, Guam and Virgin Islands with more than 50 percent student enrollment at the applicant institution from groups underrepresented in the biomedical and behavioral sciences such as African American, Hispanic American, Native American, Alaska Natives or Pacific Islanders. - If the applicant institution has a significantly high student enrollment from groups underrepresented in the biomedical or behavioral sciences but less than 50%, the institution may be eligible if the Secretary of the Department of Health and Human Services, through the MBRS Chief, determines that the institution has demonstrated special commitment to the retention and graduation of students from groups underrepresented in the biomedical and behavioral sciences and to the hiring and retention of science faculty from underrepresented groups. Additionally, institutions should demonstrate a clear and compelling institutional need for RISE support. Institutions with well developed environments for the conduct of research training and/or research and NIH pre-doctoral training grant (T32) support are generally not suitable applicants for the RISE program. Agency Contacts). - Institutions supported by the Initiative for Maximizing Student Diversity or Initiative for Minority Student Development (IMSD) are not eligible to apply for or hold a RISE grant. - Foreign Institutions are not eligible to apply.
